Scaffolding is often the single biggest "hidden" cost in a roofing project. In 2026, labor shortages and rising insurance premiums have pushed rental rates to new highs. Here is what you need to budget for.

Council Permit Fees
If your scaffolding blocks a public pavement, you must pay for a licence. These fees vary wildly across the UK.
Scaffolding without a valid permit can result in daily fines of £100+ and immediate removal of the structure by the council.
The "Chimney Tower" Cost
Standard scaffolding is built for the eaves (gutters). If your roofer needs to work on a chimney in the middle of the roof, a specialist "bridging" or "tower" section is required. This adds complexity and can add £400–£600 to your initial quote.
Debris Netting
